Evaluation Committee

The Milan Pact Awards Evaluation Committee, composed by 9 members that represent international organizations, civil society organizations and institutions, went through a long and detailed process to evaluate all practices that have been collected until the end of May 2019.

Carlo Mango, Cariplo Foundation, Director

Carlo Mango – Master of Science in Political Science – since 2000 he is the Director of the Scientific Research and Technology Transfer Area in Fondazione Cariplo, here he is responsible for all grantmaking activities differently related to Science Research and Technology. In particular, exemplar programmes include topics like biomedicine, engineering, physics, social sciences, natural sciences and agribusiness. He is also member of several international scientific committees and EU Think tank on issues that include Food, Bioeconomy and Circularity as well as Science relation with Society. He has been sitting in the Board of EIB Institute and in Agropolis Fondation (2008-2018), he is member of the Investment Committee of TT-Venture the first Italian TT VC Fund. He is member of INDACO, the biggest Italian venture capital fund, in terms of AUM. Since 2014 he collaborates with Milan Municipality in the design and implementation of the Milan Food Policy as well as the Milan Pact Award, a concept that has been developed in close relation with the Milan Urban Food Policy Pact. Since 2016, he is Cariplo Factory CEO.

Andrea Magarini, City of Milan, Food Policy Coordinator

Andrea Magarini is the Coordinator of the Milan Food Policy inside the Mayor’s Office. 

In this role, he facilitates the engagement of municipal agencies, philanthropic foundations, universities, social actors and private sector for the implementation of actions on food waste reduction, short food chains, healty food habits, food startup incubator. 

He chairs the Working Group Food of Eurocities form 2017, the network of 51 European cities active on food policy development, co-organizing the meetings in Valencia, Amsterdam, Lyon, Ghent and Montpellier, taking part to the debate at the European Commission with DG RTD and SANTE.

From 2014 to 2017 he was a researcher on food system at EStà Research Center participating from the early stage at the definition of the Milan food system assessment and food policy guidelines. 

Master in Architecture and Urban Planning, he focused his studies on food system, policymaking, local development and international cooperation.

Adam Freed, Bloomberg Associates, Principal

Adam Freed has more than 20 years of experience working on local and global urban issues. At Bloomberg Associates, a non-profit consultancy, Adam works with cities around the world to craft and implement sustainability strategies to address a wide range of issues, including energy, GHG mitigation, climate resilience, housing affordability, green infrastructure, air quality, solid waste, and neighborhood revitalization. Prior to Bloomberg Associates, Adam was the Deputy Managing Director of The Nature Conservancy’s Global Water Program. Previously, he served as Deputy and Acting Director of the New York City Mayor’s Office of Long-Term Planning and Sustainability, overseeing the implementation of PlaNYC and related sustainability initiatives.

Dr. Gunhild A. Stordalen, EAT Foundation, Founder & Executive Chair

Gunhild A. Stordalen is the founder and executive chair of EAT. She is a driving force in linking climate, health and sustainability issues across sectors to transform the global food system.

Together with her husband Petter A. Stordalen, Gunhild established the Stordalen Foundation in 2011, under which she later founded the EAT Initiative together with Professor Johan Rockström and the Stockholm Resilience Center (SRC). In 2014, they gathered 400 leaders from 28 countries for the inaugural EAT Stockholm Food Forum. In 2016, the Wellcome Trust joined the SRC and the Stordalen Foundation as core partner of EAT and helped grow the initiative to become a global multi-stakeholder platform for transforming the world’s food system.

Gunhild sits on several boards and councils including the United Nation’s Scaling Up Nutrition (SUN) Movement Lead Group, the World Economic Forum (WEF) Stewardship Board on Food Systems and the WEF Global Future Council on Food Security and Agriculture, the British Telecom Group’s Committee for Sustainable and Responsible Business, the Global Alliance for Improved Nutrition (GAIN) Partnership Council, and the international advisory board of the SRC.

Marcela Villarreal, Food and Agriculture Organization of the UN (FAO), Director Partnerships Division

Marcela Villarreal has a PhD in Rural Sociology from Cornell University and a BA/MA in Systems and Computing Engineering from the University of Los Andes in Bogotá.

She is responsible for the implementation of FAO’s innovative strategies on partnerships with the private sector, civil society, academia and research institutions. She coordinates the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), the initiative on the Principles for Responsible Investment in Agriculture (CFS-RAI), FAO’s policy on Indigenous Peoples, the Milan Urban Food Policy Pact, the Parliamentarian Fronts against Hunger initiative and the Decade of Family Farming, among others.

Clementine Schouteden, Ellen MacArthur Foundation, Executive Lead of the Food Initiative

Clementine leads the the global initiative on Food at the Ellen MacArthur Foundation, aiming to transform the food system towards a circular economy for food. Before joining the Foundation, Clementine worked as a strategy consultant at McKinsey & Company Brussels. There, she specialised in strategy and innovation work for the food & agriculture industries over the world. Clementine studied biochemistry and genetics at the University of Vienna, Nanyang Technological University of Singapore and Insa Lyon France.

Karen Fabbri, European Commission, DG Research and Innovation, Head of Sector Food 2030

Karen has over 20 years’ experience dealing with research and innovation policy within the European Commission. The currently leads the Food 2030 work to support the transition towards sustainable, health and inclusive food systems. In her previous functions within the EC he has also dealt with sustainable urban development, integrated coastal zone management, disaster prevention and response, responsible research and innovation and public engagement in science and innovation. She obtained her PhD at the Free University of Amsterdam in decision support systems for environmental management, with a background in physical geography.

Nicholas You, Guangzhou Institute for Urban Innovation, Executive Director

Nicholas You is a veteran urban specialist and thought leader. Prior to his retirement he was the senior policy and planning advisor to UN-Habitat and the manager of the Habitat II Conference held in Istanbul in 1996. He is the founder and honorary chairman of the UN-Habitat World Urban Campaign Steering Committee, former chairman of the Assurance Group for Urban Infrastructure of the World Business Council for Sustainable Development, former Chairman of the Urban Strategy and Innovation Council for ENGIE and former co-President of the Global Cities Business Alliance. He is currently the Executive Director of the Guangzhou Institute for Urban Innovation, the, and co-Chair of the Open Green City Lab in Shenzhen. He also serves as member of the board of the Citiscope, the Huairou Commission, the Joslyn Institute for Sustainable Communities, and adjunct for the Centre for Liveable Cities, Singapore. He regularly advises central and local governments, technology companies, utilities and civil society organisations on urban sustainability, urban governance and urban innovation including the nexus between water, waste, transport and energy. He also works as a strategic planning and governance advisor to many metropolitan authorities worldwide. 

Sharelle Polack, GAIN – Global Alliance for Improved Nutrition, Programme Lead Urban Governance for Nutrition

Sharelle Polack has a degree in Agricultural Science and Honours in Environmental Science from the University of Adelaide and a Master of Environmental Law from the Australian National University. She has over 20 years’ experience working in international organisations, state and federal governments, scientific organisations, and non-government organisations. In her role as Programme Lead for Urban Governance for Nutrition, Sharelle supports her team with developing projects, resources and information on how cities can improve nutrition and advocating for the importance of cities in addressing all forms of malnutrition.
